Twinning Projects

The experience gained by Polish statisticians during the period of economic and political transformation, as well as throughout both the pre-accession and post-accession phases of Poland’s integration with the European Union, now enables us to support other countries in aligning with the standards of the European Statistical System (ESS) and in ensuring the comparability of their national statistics with European ones.

Many years of involvement in international projects have strengthened the position of Polish official statistics. This engagement has contributed to the development of staff competencies, enhanced the institution’s reputation, and shaped an organisational culture that is mature and fully prepared to provide long-term development assistance to other countries.

In line with the principle of solidarity, Poland—drawing on extensive experience and expert knowledge across various fields of statistics—initiates and implements international development and technical assistance activities, as well as institutional capacity-building efforts. Their aim is to support partner countries in strengthening and improving the quality of their statistical systems as key and reliable sources of data.

Support Instruments

The activities of Statistics Poland form an integral part of EU development cooperation policies and rely on major instruments used to support public administration reforms:

Twinning Projects

Cambodia – “Improving the Quality of the Statistical System in Cambodia” (2024–2026)

The project is implemented by a consortium led by the Italian statistical office (ISTAT), with partners from Italy, France, Lithuania, and Poland. It is the first EU twinning project carried out in Southeast Asia and the first in which Statistics Poland serves as an institutional partner of the consortium. The project will last 30 months and has a budget of EUR 2 million.

Israel – “Transformation of the National Statistical System through the Use of Big Data” (2024–2026)

The project began in 2024 and is implemented by a consortium led by Sustainable Criminal Justice Solutions (United Kingdom), with Statistics Poland as a partner. Its duration is 24 months and its budget amounts to EUR 1.5 million.

TAIEX – Knowledge Exchange and a Catalyst for Partnerships

The TAIEX instrument provides a platform for the exchange of knowledge and experience among statisticians from different countries. It enables not only the implementation of specific activities but also the development of lasting international partnerships.

Examples of TAIEX activities:

  • cooperation with Mongolia, which initiated dialogue on a Memorandum of Understanding,
  • collaboration with Mexico in the field of machine learning training.

The implementation of twinning projects and TAIEX activities marks another stage in the development of Statistics Poland as a technically advanced and professionally mature institution, ready to act as a partner in international initiatives supporting the advancement of official statistics.
