Organisation for Economic Co-operation and Development (OECD)
The Organisation for Economic Co-operation and Development is an intergovernmental body with an economic profile, headquartered in Paris. It was established under the Convention on the Organisation for Economic Co-operation and Development, signed on 14 December 1960. Today, it brings together 38 developed countries committed to democracy, human rights, civil liberties and stable growth within an open market economy. Poland has been a member of the OECD since 1996.
The OECD’s highest decision-making body is the Council, supported by the ExecutiveCommittee. Its analytical work is coordinated by the Secretariat, which services around 200 committees, working parties and expert groups. The backbone of the system consists of thematic committees and their subordinate working groups — covering economic policy, trade, agriculture, environment, finance, competition, corporate governance, statistics and statistical policies. The OECD also cooperates with specialised organisations. Poland is a member of the International Energy Agency (IEA) since 2008, the Nuclear Energy Agency (NEA) since 2010, and the International Transport Forum (ITF). The OECD conducts regular economic reviews of member countries (OECD Economic Surveys, every 1.5–2 years) and publishes the Economic Outlook twice a year.
OECD statistics operate under a decentralised system. Two bodies play a central role: the Statistics and Data Directorate (SDD), which coordinates the statistical work programme, and the Committee on Statistics and Statistical Policy (CSSP) — the forum where heads of national statistical offices meet annually and engage in dialogue with policymakers. Several expert groups operating under the CSSP, in which Poland participates, include:

- Working Party on National Accounts
- Working Party on International Trade in Goods and Services Statistics
- Working Party on International Investment Statistics
- Working Party on Measuring Well-being
A key body within the OECD is the Centre on Well-Being, Inclusion, Sustainability and Equal Opportunity (WISE), established in 2020. It develops well-being measurement frameworks and promotes the “beyond GDP” approach. The OECD also co-develops recognised methodological manuals and standards — including the Frascati Manual, Oslo Manual, and guidelines for the System of National Accounts (SNA) — and maintains major data repositories (OECD Data, OECD.Stat).
Cooperation between Statistics Poland and the OECD is based on a biennial Statistical Work Programme and Budget. It includes participation of the President of Statistics Poland in CSSP meetings, expert work in OECD groups, regular transmission of statistical data to the OECD, and contributions to national consultations and reviews of draft OECD reports coordinated by the Ministry of Foreign Affairs and the Ministry of Economic Development and Technology. These activities follow a resolution of the Council of Ministers setting out Poland’s commitments within the OECD.
Experts from Statistics Poland contribute to work on financial statistics, national accounts, international trade in goods and services, international investment statistics and well-being measurement. Poland has also held leadership roles — the President of Statistics Poland served as Vice-Chair of the CSSP Bureau between 2019 and 2023, helping set meeting agendas, identify priorities for the biennial Programme of Work and Budget, and formulate strategic recommendations for the Committee.
